1.  Explain in your own words what the Security Council mission to Rwanda recommends after their visit in February 1995.

Analysis

1.  The report states that “fear remains the single most important factor…” and that “progress has been marginal so far.”  List the first three steps needed to be taken in Rwanda after the genocide and argue why each is vital.

    1.) Once the Security Council had their mission to Rwanda, the need to address their many concerns became urgent. This called for many immediate steps, to maintain the respect for human rights and the rule of law and tolerance. They came up with about seven main recommendations, which needed to take place.
    2.) After genocide there are three main steps’ that needed to take place. One, being the motivation through the political progress. Which would create a stronger framework for the government. Next they need to promote harmony. Which means, launching civic associations and education. Another main step that would be helpful would be creating an effective judiciary.

    1.After the Security Council had their mission in Rwanda they recommended steps that needed to be taken. Intensify it’s efforts to create favourable conditions and reasure the country’s well being to encourage and facilitate repatriation.
    It is evident that fear still is a important factor in many of these people’s lives. Three steps should to be taken 1.Ensuring security to the Rwandese people, because 2 million Rwandese remain in the refuge camp’s in and outside their country this will help by making people feel safer or the situation will remain unstable, 2. I also agree with Shawna with the motivation through the political progress and that it would create a stronger government 3. Setting up and deploying nationwide a trained police force to help ensure the safety and well being of others.

    1. After visiting Rwanda the Security Council came back they had a list of recommendations that would help to restore the country after the genocide. One recommendation was that the country needs to create a positive climate to invite people who left Rwanda to come back home. Another one was to bring back positive politics to help the government, Hutus and Totis to sit done and talk with the U.N. They also recommend that they move fast with a strategy to protect property. One of the major recommendations was that some laws be put in place so that people can not just run ramped and do what ever they want. When the laws are put in place they need to work and reinforce good behavior. To help with this the Security Council feels that they need to have a police force go over to Rwanda to train the police force that the Rwandan already have. Another recommendation was that the people who help with Human Right be allowed to go anywhere throughout the country to help. Lastly, the Rwandans need to be supported by the international community to help with the relief efforts.

    2. There are many actions that needed to be taken following the genocide. The first and most important action is to get the other countries to support that Rwandan government. This is really important because if the other courtiers do not support the government then the people in the country might not support the government either. If the country is going to work together and be peaceful then the people need to believe in and support the government. To get a country to work the government needs to be supported by the people. The second most vital actions that need to be taken are to set up a legal system that works. This is really important because if the legal system does not work then genocide could happen again. Before, there were not enough repercussions after the law was broken. If the legal system does not work then the people will not fallow the laws and peace will not be kept. The third most vital action that needs to be taken is that the Security Council needs to move quickly to find a system to being prosperity back into the Rwandan people. This is really important because the country is broken and so are the people. Everyone is upset and sad because of what has just happen. People need to be happy again so that matters will not get worse. These are the most important actions that need to be taken after the genocides.

    1. The security council has many recommendations for Rwanda first they thought that it was necessary for the government to create safe and positive environment so the people who left Rwanda will feel comfortable enough coming back. Second was to encourage the government, representatives for the refugees and, the U.N to positively talk to one another. Third create corporation between the civic association, religious leaders and the NGOs. Fourth was to put a processes in order to protect the property rights for people so that people houses are protected under the law. Fifth set up an effective legal system. Sixth set up an nationwide trained police force to enforce the laws set by government. Seventh allow human rights activist to access right monitors. Eighth have the international community to support government efforts. All of these recommendations in turn should help with the rebuilding of Rwanda.
    2. The three steps that need to be taken in Rwanda are to put a effective law system in place. This is important because laws are something that help to keep order and peace. The lack of laws was a contributor to the Genocide. They also need trained police to enforce the laws. This is important because without trained police no one will follow the rules. There also needs to be punishments for breaking the laws so that people will think before breaking them. They also need to make it safe in Rwanda so that the people who left Rwanda will feel safe enough to return to their homes. Also so that the people who are still in Rwanda will feel safe enough to stay. All of these things will help the residents of Rwanda.

    1. After the Security Council mission to Rwanda they had a few recommends after their visit in February 1995. They noticed that though a significant progress had been made in Rwanda there was still more that was needed to be done. The Security Council also knows that they have to be concerned and ready to support Rwanda to make it more peaceful and stable.

    2. The first three steps needed to be taken in Rwanda after the genocide is active repatriation, the creation of a political and psychological climate conducive to reconciliation and the restoration of an effective and functioning judiciary. This is vital because Rwanda needs leaders that will provide support. Also this is vital to have a functioning government. I agree with Monica that it is important to set up police forces nationally. This will protect the citizens and also help support the government. Without the police forces there is no one to protect and reinforce the government.

    1. The recommandations that the Security Council came up with after there visit there were, one they should try to make a more stable and stronger government that would stabilize the community and the civilians. They alo recommended that they try to build a stronger civil administration. They also state that the Rwanda government in inefficent with their work on getting things done, so they suggested that we speed up the processes containing property rights.

    2. Rebuilding Rwanda after the genocide is a very time comsuming and difficult thing to do. I feel as if there are three main factors that they must obtain to do so. One is they need to get a stronger government to stabalize the lives of the civilians, and to enforce laws and allow structure to be presented in Rwanda. I also think it is vidal that they get a better support group from other countries. It is hard for Rwanda to fight for itself they need people who they can trust that are going to help them out of situations such as the genocide and other harmful situations they have gone through. Last I think it is very important that they gain help from people to help rebuild the community. During the genocide many houses were burnt and many fathers, mothers, children ect were killed. It is important for the community to get rebuilt so that they can get their mind off of things that just happened and start their lives back up again

    1. The Security Council mission to Rwanda recommends after their visit in February 1995 many things. One of the first things they recommend is to have a happier climate. A positive atmosphere will help after such a horrible life changing tragedy. Another recommendation is a national reconciliation. I believe this is going to be one of the most difficult tasks of all. Many people are scarred for life from this genocide and complete reconciliation is hard to reach. However it is a good goal to have in mind.
    2. Even though there are many steps that needed to be taken in Rwanda after the genocide, the most vital three are: One is to create some sort of Democracy in which there is a political process. This would allow Rwandans to have some say in who their leader is going to be. Another step is helping Rwanda to be economically healthy. Their nation is needs money and assistance and this will help bring up their nation’s health and morale. The third and most important is to have other nations around them care. If other nations show support this won’t happen again and will give hope to the Rwandans. No support from the world around them was the reason the genocide didn’t end quicker. This support will show Rwanda that the world does care and that this will never happen again.

    1. Re-estblish rule of law with the police force, transparent judicial system. Protecting property rights and allow UN monitors in the country.

    2. 1) clear land mines- helps the people to get rid of their fear to come but to the country
    2)Return property to rightful owners- gives them a place to live and again gets rid of fear.
    3) Representative police force-just another reason why the people should over come their fears.

    1. The Security Council mission to Rwanda had many recommendations after the February 1995 visit. They thought the government of Rwanda should work on better conditions within the country to “encourage and facilitate repatriation”, they recommended a mine-clearing program in Kigali, the commencement of Radio UNAMIR (United Nations Assistance Mission in Rwanda) and to increase the strength of UNAMIR’s civilian police component from 90 to 120 police observers.

    2. Step one to be taken in Rwanda after the genocide is to regain power in the Rwandan government and police forces. Rwanda will not be able to regain its authority if there is no stable government or authoritative forces. Rwanda is going to need help to acquire these things which leads me to step two. Step two to be taken in Rwanda is for countries around the world to come together and help Rwanda get back on its feet. This is a tough task and one that Rwanda can not do on its own. Step three to be taken in Rwanda is too begin an extensive education program so the upcoming generations of Rwandan children can learn from past mistakes made in their country and too kick start generations of prosperous children.

    1. The counsel reccomends setting up a steady dialogue between the refugee camps, the UN, and the government. They also want an civic education system established, including at the refugee camps, so every man whether farmer or politician knows what he can do to promote peace. They also want a police force, mice clearing program, a civil adminastration, and national reconcilliation.
    2. The first three steps that need to be taken are (1) those who were responsible for the atrocious war crimes must be brought to justice through the tribunal. (2) All the displaced persons must return to their rightful homes in Rwanda. (3) A government must be established that represents the variety of cultures in the country. This government needs to communicate well so any further disagreements can settled over a meeting table and not in the streets.

    1- A key step towards reconciliation is the revitalization of democratic values. The idea that citizens that feel represented politically will be more able to reconcile is paramount. The obstacles that stand in the way of a reunified Rwanda are as follow: Poor policing force; ethno-phobic conditioning that has to be deprogrammed from the people; nearly two million refugees, which in turn has created vast stretches of uninhabited land; and a just and efficient court system to prosecute war criminals. Also, a U.N. policing observer force should remain within the country and the refugee camps to provide a facilitated liaison between the people on location and the U.N. bureaucracy.

    1) After the Security Council’s mission to Rwanda in February of 1995, the Council made seven recommendations. The first recommendation made was to rebuild their political process along with a structure for communication between the Rwanda government, the UN, and the refugee representatives. Second, public education available to everyone, both Rwandan citizens and those displaced within the country. Third, protecting people’s rights to their property. Forth, establishing an efficient judiciary system. Fifth, training an effective police force. Sixth, establishing a civil administration throughout the country. And finally, allowing uninhibited access throughout the country to humanitarian and human rights personnel.

    2) One of the first three steps needed to be taken is to find and try those responsible for this genocide. A second is to help the Rwandans displaced within and outside the country. Thirdly, a sound government would need to be set up to accomidate all cultures within the country.

    1- The Security Council decided that instead of sending down new people to help out the Rowandan people they send people from Burundi over the Rowanda on their back to New York.

    2- The steps to stop the genocide is to regain power over the people by takeing over the government, another would be to try and find the people who are to blame for this act of gencide against one another, and the final thing would be to establish an equal playing field so that everyone in the counrty is equal and there is nothing to say that one person is lower that another because of the color of there skin.

    1) The Security Council mission to Rwanda recommended having more of a controlled climate because it will help in a positive way against the genocide; they need to establish a nationwide trained police force, and they establish an effective transparent judiciary.
    2) After the Genocide the three major steps that need to be taken in Rwanda are 1. Move all the refugees back into Rwanda and help them live their lives again 2. Trained police force to create and maintain peace

    1. The Security Council mission to Rwanda recommends 7 things that would be helpful. The Security Council also recommends the return of all refugees and their property.
    2. The three steps needed to be taken care of in Rwanda after the genocide would be to establish a government to take responsibility of rules and enforcing them. The next step would be to bring back all refugees to Rwanda and allow them to get their property back. The final step would be worldly with other countries offering ideas and help to get Rwanda back together.

    In reconciling and re-forming a country torn by such a grave event as genocide, many steps must be taken simultaneously. A sense of safety must be attained for life to reach a level of normalcy. Firstly, a policing force and humanitarian aid (safety from hunger) must be implemented so that refugees can remain free from terrorism, both in their camps and when they return. The program aimed at removing mines from Rwanda would also aid in this sense of security. Later, once people are safe and fed, one can start implementing political systems and all the other conveniences of “civilized” life.

    1. After the visit in February 1995, the Security Council mission to Rwanda recommends that the displaced persons and refugees return with stability and progress. The Security Council wants the people of Rwanda to return without fear by safeguarding the rights of innocent citizens. They also want the Rwandese society to rebuild and work with one another, maintaining peace and progress.

    2. The first three steps needed to be taken in Rwanda after the genocide are:
    a) active repatriation
    b) the creation of a political and psychological climate
    c) the restoration of an effective and functioning judiciary
    Active repatriation, the creation of political and psychological climate, and the restoration of an effective and functioning judiciary are vital steps that needed to be taken in Rwanda after the genocide because they want as many people to come back to their homeland as possible. The also want someone in power that would keep the peace and keep people feeling safe in their own country. If they cannot have one person that can carry that power out, they would like at least a legal system that is fair and works for everyone.
